Framework Managers Andy Harmon and Oliver Dunderdale are at the heart of Winvic’s Civils and Infrastructure team, driving efficiency and innovation through collaborative framework partnerships.

Andy leads on the Eastern Highways Alliance (EHA) Framework and also oversees the National Highways Scheme Delivery Framework (SDF) East and South East, while Oliver manages the SDF North East and North West, as well as the North East Procurement Organisation (NEPO) Framework.
The EHA, managed by Central Bedfordshire Council and ten other local authorities – including Cambridgeshire, Essex, Hertfordshire, Kent, Luton, Norfolk, Peterborough, Southend-on-Sea, Suffolk and Thurrock – is focused on enhancing infrastructure, streamlining costs, and optimising resource sharing.
The SDF is a National Highways framework that sees Winvic delivering road renewal works on England’s motorways and trunk roads across the South East, East, North East, and North West through to 2027.
We spoke to Andy and Oliver to go behind the scenes of framework delivery – and to find out why The Winvic Way and Doing it Right play a key part in client, customer and community delivery.

Career Journeys
Tell us about your career journey to Framework Manager and your role in delivering essential highways projects
Andy: Once I realised being a rockstar wasn’t going to be a likely career for me, I fell into construction after education – and I loved it. I started out with a water company managing repairs and decided to go back to university to study Engineering and Construction Management. Since then, I’ve worked on a variety of complex highways and infrastructure projects, gradually moving into management roles. Joining Winvic earlier this year has been a real career highlight – I’m working with an incredible team.
Oliver: I’ve worked in highways for 20 years – both in the private sector and in-house at National Highways – and I’ve always felt proud to play a part in creating safe, efficient transport. Winvic’s alignment with National Highways’ imperatives of Customer, Safety and Delivery really resonates with me, and our Doing it Right initiative is a testament to that.

Collaboration in Framework Delivery
How important is collaboration to the success of frameworks?
Andy: Collaboration is critical. Every project is a strategic network of best practice, new ideas and problem solving. It also drives social value – enabling more community-focussed initiatives that make a positive impact on people’s lives.
Oliver: Collaboration ensures every partner is aligned to the same vision and goals. It makes delivery smoother, more efficient, streamlined and simply more enjoyable. Together, we can spot opportunities, respond to challenges, and adapt to changing trends and demands. We can add more value through collaboration and frameworks are designed to maximise that value.
What makes the Winvic frameworks team special?
Andy: The Winvic Way and Doing it Right are intrinsic to how we work as a team and the quality we deliver. Having clear, shared values shapes everything we do – and ultimately, we enjoy delivering the best.
Oliver: We collectively have a passion for progression and innovation. We challenge traditional approaches, test new ideas, and deliver at pace – while always learning and applying that knowledge to add more value on our projects.
Which framework achievements stand out to you?
Andy: Winvic was awarded the EHA framework in February 2025, and we’re already working hard to secure our first schemes – we’re relishing the opportunity of constructing roads, structures and other vital infrastructure that will support future active travel across the East. Being selected for all three Lots is a testament to the strength of our team and the confidence our clients have in us. This framework gives us the perfect opportunity to showcase our collaborative approach and deliver real value to authorities across the region.
Oliver: The Orwell Bridge improvement scheme on the SDF really is a stand-out project of mine. It’s complexity and sensitivity meant that we had to work swiftly and efficiently to minimise disruption to road users. With 24/7 working on a contraflow, the critical transport link reopened in just 37 days – a real achievement for everyone involved. The success of the scheme was down to the strong collaboration between National Highways, Winvic and our supply chain partners, all working together with a shared focus on delivery and safety.

Looking Ahead – Highways UK
You’ll both be at the country’s leading infrastructure expo Highways UK in October, why is this the highlight in the infrastructure calendar?
Andy: Highways UK is the only event that brings together the people responsible for planning, managing, maintaining, and future-proofing the nation’s road networks. Professionals of all levels and businesses of all sizes are brought together with local authorities and governing bodies. The speaker sessions bring great minds together to tackle the big conversations in highways – and being part of that knowledge sharing alongside National Highways is invaluable.
Oliver: It’s the place to be to share best practice, showcase innovation, and explore what’s next. For Winvic, it’s a chance to demonstrate our capabilities, discuss schemes and opportunities, and have conversations we wouldn’t have anywhere else.
