Shaping Lincolnshire’s Highways: Four Years of Collaboration

It’s been over four years since Winvic was first appointed as a main contractor on the Lincolnshire County Council (LCC) Highways Framework to deliver new infrastructure assets and improvements across the county over a four-year period. Projects on the General Works Lot for Lincolnshire’s A and B roads typically include construction of roundabouts, major highway widening or dualling, bridge building, services diversions and installations, as well as drainage and street lighting enhancements.

In that time, Winvic successfully delivered four major schemes that have improved transport efficiency, reduced congestion, and delivered lasting benefits for local communities. Collaboration has been the cornerstone our success, with close partnership working between LCC, key stakeholders and local communities helping to minimise disruption and ensure the safe, on-time delivery of each scheme.

Building on this strong track record, we are proud to have secured a further four-year appointment on the Framework. This continued partnership reflects the trust, performance and collaborative approach developed over the past term. Looking ahead, we remain committed to delivering high-quality, sustainable infrastructure that supports Lincolnshire’s evolving transport needs and contributes to the long-term success of the county’s highways network.

A16 Marsh Lane Roundabout, Boston

Major improvements to the Marsh Lane roundabout to reduce congestion on the A16, improve safety, and future-proof the roundabout for future A16 upgrades.

Works included widening 3,070m² of carriageway and the roundabout itself, increasing its diameter from 21.5m to 27m, installing 410m of new drainage, and delivering extensive traffic signal and carriageway improvements.

Senior Project Leader for Lincolnshire County Council, said: “The support provided by the Winvic team throughout the project was of a real high standard. Newland PRN & Traffic Signal Junction Improvement

Resurfacing and signal upgrades to Newland, between Carholme Road and Mint Street, as well as sections of Wigford Way, Mint Lane, and Lucy Tower Street. The Newland scheme aimed to improve transportation for the public by addressing outdated infrastructure, congestion, and water drainage issues, all of which were impacting both local traffic and the broader community.

Works included resurfacing and redevelopment of both the existing carriageway and pathways. Associated drainage systems, kerbing, and channel repairs were carried out to ensure the longevity and stability of the infrastructure.

The Newland junction improvement scheme demonstrated Winvic’s commitment to sustainability and innovation. Material removed during construction was recycled into a cold lay foam mix / CBGM, which was then reused locally, significantly reducing the need for new materials and associated CO₂ emissions. Delivered ahead of schedule, the project not only upgraded the junction but also enabled additional improvement works towards Carholme Road, delivering even greater benefits for Lincoln.

Dysart Road, Grantham

Major improvements to fully excavate and rebuild Dysart Road in Grantham, Lincolnshire in sections, including the redevelopment of the carriageway, resurfacing and the creation of new pathways.

The project covered approximately two kilometres, from Dysart Road’s junction with Saint Augustin Way to the A1 overbridge. To ensure public safety, a westbound one-way closure on Dysart Road was put in place and some full night-time road closures towards the end of the project.

Carholme Road, Lincolnshire

Winvic’s fourth scheme secured through the LCC Framework, the Carholme Road project comprised complex civil engineering upgrades spanning from Nelson Street to the A57 Saxilby Road, alongside improvements to the westbound carriageway of the A46 at Carholme Roundabout and its adjoining side roads. This vital transport corridor sits at the heart of Lincoln city centre.

The completed works included carriageway realignment, kerb improvements, structural pavement replacement, and the installation of new road markings and surface course finishes, enhancing both safety and network resilience.

Delivering Social Impact

As part of its social impact commitments to the region, Winvic has delivered significant social value initiatives across the LCC Framework, with a primary focus on supporting the local economy through procurement of local SMEs and VCSEs, creating local employment and skills opportunities, and supporting the local community for those impacted by the works.

These initiatives have included:

  • Held social value meetings on site with our supply chain before project start to identify local employment opportunities.
  • Cascaded opportunities to local employment and training providers, including DWP job centres, and community groups.
  • Donated 70 copies of the When I Grow Up book to Isaac Newton Primary School.
  • 24% of workers on the framework projects were Lincolnshire residents.
  • 25 new jobs created for Lincolnshire residents.
  • Provided employment to nine Lincolnshire residents new to construction, including groundworker, labourer, and traffic marshal roles.
  • Supported five apprentices on the framework, including two newly created apprenticeship positions.
  • Ran a competition for local school children to design construction posters for display on the Newland, Lincoln site hoarding.
  • Sponsored the local Greenbank JFC U9s football team.
  • Delivered careers workshops and STEM activities highlighting engineering and modern construction methods to local secondary school students.
  • Organised Winvic volunteer days, including revamping bus stops and benches and clearing community spaces for grassroots organisations.
  • Coordinated on-site foodbank collections delivered through the Lincoln Trussell Trust.
  • Engaged VCSEs on projects, including Nuneaton Signs, a social enterprise supporting people with disabilities into work (with 70% of their workforce having at least one disability), and Community Wood Recycling, providing carpentry skills training and volunteering opportunities for disadvantaged people.
  • Installed defibrillators on city centre site hoardings.
