Waterbeach Station Haul Road - Eastern Highways Alliance Framework

Enabling infrastructure works to unlock the new Waterbeach railway station and sustainable new town development.

The Waterbeach Haul Road scheme, delivered under the Eastern Highways Alliance (EHA) Framework for Cambridgeshire County Council and Greater Cambridge Partnership, involves the construction of a 3.1km haul road to enable the delivery of the new Waterbeach railway station and wider new town development, unlocking one of Cambridgeshire’s largest regeneration projects.

The project comprised the construction of a 3.1km haul road across the former Waterbeach Barracks site, including approximately 830m utilising an existing taxiway and 2.3km of new road construction through farmland. Designed as critical enabling infrastructure, the completed route provides essential access for the next phase of the Waterbeach railway station and wider new town development. Works included the construction of drainage infrastructure, fencing, a 7m-wide carriageway within the taxiway section and a 3.75m-wide carriageway with passing bays through the farmland section.

The scheme involved significant earthworks, drainage installations and the protection of existing high-voltage utility assets, alongside the careful coordination of road closures, archaeological works and community engagement. Winvic identified a number of value engineering opportunities, including the reuse of surplus topsoil and excavated material on site and the introduction of sustainable alternative fill solutions, reducing environmental impact and project costs.

Close collaboration with Cambridgeshire County Council, Greater Cambridge Partnership, Urban & Civic, Waterbeach Development Company, utility providers and the Internal Drainage Board was fundamental to the project’s success. Through proactive stakeholder management, technical coordination and programme planning, Winvic successfully managed complex infrastructure interfaces while maintaining certainty for the onward delivery of one of Cambridgeshire’s most significant regeneration schemes.
